In a significant advancement for the judicial framework in Assam, Chief Minister Dr. Himanta Biswa Sarma officially inaugurated the newly constructed Lakhipur Sub-Divisional Judicial Magistrate (M) Court Complex today. Built at a cost of ₹3.78 crore, this state-of-the-art facility stands as a symbol of the government’s commitment to enhancing accessibility to judicial services. The inauguration ceremony was attended by prominent figures, including Chief Justice of the Gauhati High Court, Vijay Bishnoi, and other esteemed dignitaries.

During his address to the gathering, Dr. Sarma articulated his government’s dedication to making justice more attainable, aligning with Prime Minister Narendra Modi’s vision of “Ease of Justice.” He emphasized that the modern court complex is poised to streamline judicial processes, serving as a beacon of hope for residents of Lakhipur and the broader Barak Valley region. “This new court complex is a testament to our dedication to delivering timely and efficient justice to the people. It will significantly bolster the judicial infrastructure of Assam, ensuring better accessibility and transparency,” he remarked.
Dr. Sarma highlighted the state’s ongoing efforts to improve judicial infrastructure, referencing completed projects in Barpeta, Sivasagar, and Bokakhat. He also announced plans for additional modern court complexes in Diphu, Dhubri, Goalpara, and Tinsukia. The Chief Minister underlined the significance of digitizing judicial processes, including initiatives like e-filing, virtual hearings, and a movement toward paperless courts.
Furthermore, Dr. Sarma commended the establishment of specialized POCSO (Protection of Children from Sexual Offences) courts in 17 districts, with further courts planned in Nagaon, aimed at expediting cases related to crimes against children. He also noted the progressive shift from colonial-era laws to contemporary legislations, including the Indian Justice Code and the Indian Evidence Act.
In his speech, the Chief Minister outlined government initiatives designed to alleviate court congestion, such as the withdrawal of over 81,000 minor cases and the introduction of robust witness protection mechanisms. “Our efforts aim to reduce delays, uphold justice, and ensure that every citizen can access an equitable legal system,” Dr. Sarma asserted.
Reiterating his administration’s zero-tolerance policy concerning crimes against women and children, Dr. Sarma introduced measures like the Borosa mobile app and e-Seva centers that provide legal aid to women in distress. He praised the establishment of the National Forensic Science University in Guwahati, which aims to enhance scientific investigations and legal education.
Concluding his remarks, Dr. Sarma urged all stakeholders to prioritize the timely delivery of justice, asserting, “Justice delayed is justice denied. A judiciary that serves with efficiency and fairness is the cornerstone of public trust.” The ceremony was attended by numerous dignitaries, including Justice Suman Shyam, Justice Kalyan Rai Surana, and Cachar District Commissioner Mridul Yadav, among others.
The inauguration of the Lakhipur court complex marks a pivotal milestone for the people of the Barak Valley, heralding a new era of justice and legal reform in Assam.
