The Assam Cabinet on Monday decided that non-Gazetted police personnel, permanently injured in the line of duty will be exempted from the pre-promotion cadre course for their promotion.

The Director General of Police will be empowered to effect promotion of such non-gazetted police personnel from both armed and unarmed branches who have suffered injuries due to bomb or bullet attacks, Tourism minister Jayanta Malla Baruah said at the media briefing after the cabinet meeting.
The cabinet also approved a grant of three per cent annual increment will be given to muster roll/ casual and similarly placed workers as is being provided to all state government employees from April one this year.
In a bid to maximise the state’s sporting potential through sports science, two high performance sports training and rehabilitation centres will be set up in Guwahati and Jorhat at an estimated cost of Rs 23.78 crore each, Baruah said.
These will be lead institutions for supporting high performance athletes in achieving sports excellence by providing highly integrated and quality services through performance evaluation techniques and deploy experts for research.
The centres will incur an estimated annual operational cost of Rs 2.49 crore each, he added.
The Cabinet also decided that for better management and development of sports complexes it should be placed under the Sports Authority of Assam (SAA) and Board of Sports of Assam, provided these are not managed by any sports association.
It was also decided that the cabinet’s approval will be mandatory for leasing/renting properties under Sports Authority of Assam and Board of sports of Assam for proper management of public sports infrastructure and halt arbitrary leasing.
The Cabinet also approved the visit of the Governor, Chief minister and senior officials to the National War Memorial in New Delhi on March 19.
The Council of Ministers also decided to raise a loan of Rs 101 crore to be raised from NABARD for 1.631 additional infrastructure projects in elementary schools in Cachar, Hailakandi and Karimganj districts.
It was also decided to create a common platform for convergence of skill development initiatives with Assam Skill Development Mission (ASDM) as its nodal agency, he added.
The cabinet also decided that government land or unused buildings will be used to set up Industrial Training Institutes on Public Private Partnership mode in unserved areas, he said.
It was also decided to set up a Srimanta Sankardeva Chair at the Jawaharlal Nehru University in New Delhi to encourage study and research outside Assam on the Vaishnav saint and the state’s Bhakti movement, Baruah added.
